110-300-0475(1) During a compliant inspection process it was found that WAC 110-300-0475(1) was violated as follows: (1) Pursuant to RCW , when an early learning provider has reasonable cause to26.44.030 believe that a child has suffered abuse or neglect, that provider must report such incident, or cause a report to be made, to the proper law enforcement agency or the department. "Abuse or neglect" has the same meaning here as in RCW . The licensees staff members were made aware of the bruising of a child’s26.44.020 testicular area, and staff did not report this bruising incident, to the proper law enforcement agency or the department.
